  1. 2008 Conservatives Expand the Exploitative Temporary Workers Program

Harper expands the exploitative temporary worker program, to bring workers in for the oil sands and for constructino.

Federal Human Resources Minister Monte Solberg is attempting to speed up employer applications for temporary foreign workers under Ottawa’s expedited labour market opinion (ELMO) pilot project. Solberg has increased the number of positions eligible to 33 from 12 in the program, which is due to expire in September.

New positions eligible under ELMO include construction labourers, steamfitters and pipefitters, ironworkers, heavy-duty equipment operators, machinists, roofers, industrial electricians and mechanical, electrical and petroleum engineers.

There is no policing of temporary workers to ensure that they are being treated and paid fairly. Temporary workers are not entitled to collective bargaining, subject to human rights abuses, often live in substandard accomodation, and are often paid significantly less than their Canadian counterparts.
